La estructura interna del Instituto será determinada por la Junta Directiva, y su nomenclatura se ajustara a las siguientes normas: 1° las unidades de nivel directivo se denominaran direcciones; 2° las unidades que cumplan funciones de asesoría se denominaran oficinas o comités, y consejos cuando incluyan personas ajenas al organismo; 3° las unidades operativas, incluidas las que atienden los servicios administrativos internos, se denominaran divisiones, secciones o grupos. Excepcionalmente, en razón de la magnitud y naturaleza del trabajo, podrán crearse direcciones, integradas, a su vez, con divisiones, secciones o grupos; las unidades que se creen para el estudio o decisión de asuntos especiales, se denominaran comisiones o juntas.
