ARTICULO 31. Concepto. Es inimputable quien en el momento de ejecutar el hecho legalmente descrito, no tuviere la capacidad de comprender su ilicitud o de determinarse de acuerdo con esa comprensión, por inmadurez psicológica o trastorno mental.
