Articulo noveno. Las penas y sanciones establecidas en este Decreto serán impuestas por los Administradores o Recaudadores de Hacienda Nacional, por los Inspectores o Visitadores de Rentas e Impuestos Nacionales, o por los Inspectores de Laboratorios y Farmacias y Visitadores Fiscales del Ministerio de Higiene, habido considerado de la cuantía del fraude o de la gravedad de la infracción.
