Art. 2.° Dicha cantidad será entregada al Presidente del Estado del Cauca en cuotas de cinco mil pesos cada año, para que, unida a los recursos creados por la Legislatura de ese mismo Estado en la lei número 18, de 19 de setiembre de 1873, proceda a hacer abrir el camino desde enero de 1875, a lo mas tarde.
