Los recursos que transfiera la Nación a las entidades territoriales en cumplimiento del Convenio de Reorganización Educativa para financiar faltantes del Situado Fiscal, sólo podrán destinarse a financiar los gastos de personal: Sueldos y prestaciones del personal docente, directivo docente y administrativo, las contribuciones inherentes a la nómina, así como las deudas por concepto de gastos asociados a la nómina legalmente reconocidas.
