Las escuelas para ciegos establecidas o que se establezcan en el país serán consideradas por los Municipios como escuelas primarias para los efectos de suministro de locales y mobiliarios de acuerdo con el Capítulo IV, artículo 43, del Código de Instrucción Pública, Ley 39 de 1903 , Decreto número 491 de 1904.
