Los particulares que tengan en su poder papel sellado de veinte centavos ($ 0.20) deberán entregarlo a los respectivos funcionarios de Hacienda Nacional con veinticuatro (24) horas de anterioridad, por lo menos, a la fecha en que comience a regir la nueva tarifa o tasa, a fin de que les sea cambiado por su equivalente en sellos de treinta centavos ($ 0.30).
