Queda facultado el Tesorero General para cubrir sueldos por décadas, mediante el visto bueno del respectivo Jefe ó Habilitado cuando el empleado lo haya devengado cumplidamente. Fuera de este caso y del previsto en el artículo 1222 del Código Fiscal, le es prohibido al Tesorero General hacer avances ó anticipaciones de sueldos.
