En las providencias mediante las cuales las EMAR otorguen permisos definitivos o provisionales de vertimiento, deberá advertirse claramente que los usuarios no podrán hacer uso de ellas sin haber obtenido antes la autorización sanitaria de funcionamiento parte agua expedida por el Ministerio de Salud o por la entidad en la cual éste delegue esa función.
