El Gobierno Nacional en desarrollo de la Ley 63 de 1931 , procederá, por intermedio del Ministerio de Obras Públicas, el Instituto de Fomento Eléctrico y Aprovechamiento de Aguas, el Instituto de Fomento Municipal, el Instituto de Crédito Territorial, o por medio de entidades privadas, colombianas o extranjeras, a estudiar los planes y programas tendientes al fomento de la ciudad de Buenaventura y su puerto, tanto desde el punto de vista urbanístico como sanitario, educativo y de servicios públicos de electricidad y acueducto.
