Mientras dure el convenio con UNESCO, el representante de la Organización en el Instituto, y sus demás representantes permanentes o itinerantes, podrán participar en las deliberaciones de los distintos organismos que funcionen en el mismo, en los cuales tendrá derecho a voz. Además prestarán asesoría técnica al personal directivo, docente y administrativo en todos aquellos aspectos que contribuyan al mejoramiento del plantel, de acuerdo con los planes preestablecidos y acordados con el Ministerio de Educación y el Rector.
