En la contabilidad de responsables se registrará, en detalle, el movimiento de los cargos y descargos de las personas naturales o jurídicas que en forma permanente o esporádica tengan a su cargo la custodia, o el manejo de bienes, fondos o valores públicos y que estén obligados a rendir cuentas a la Contraloría General de la República.
