Las ordenanzas arreglarán los demás detalles, para conseguir una administración pública enteramente satisfactoria en las oficinas departamentales, provinciales y municipales.

En cuanto a las nacionales de los órdenes administrativo y fiscal, la reglamentación corresponde al Gobierno por sí o por medio de sus agentes.

Respecto a las oficinas judiciales se estará a lo que disponga la ley de la materia.
