Para que puedan establecerse o continuar funcionando las Direcciones de Circulación ya establecidas, es indispensable que el Municipio haya por lo menos cincuenta (50) vehículos automotores de servicio público urbano. Esta condición no se refiere a las capitales de Departamento, ni de intendencia y Comisarías.
