Las garantías que de acuerdo con las disposiciones de la Ley 1ª de 1991 deben ser constituidas por quienes soliciten una concesión portuaria y por quienes la obtengan, en favor de la Nación a través de la Superintendencia General de Puertos pueden ser otorgadas por una entidad aseguradora o bancaria sometida a la vigilancia de la Superintendencia Bancaria.
