Artículo cuarto. La preparación de la cédula de ciudadanía de las Intendencias, Comisarías y regiones que enseguida se nombran, será atendida por dos (2) Comisiones Nacionales de Cedulación, designadas por el Registrador Nacional del Estado Civil y sin que ello implique ningún cambio en las actuales Circunscripciones Electorales: San Andrés y Providencia, (Bolívar); El Vaupés y el Vichada, (Cundinamarca), San José del Palmar; (Chocó); la Comisaría del Amazonas, (Huila) y Puerto Leguízamo (Comisaría del Putumayo).
