Art. 23.El juicio de cuentas comienza desde que se rinde la cuenta mensual ó general del respectivo responsable y se procede á su examen en la Oficina general de Cuentas y termina con el auto definitivo de segunda ó de tercera instancia, sea de fenecimiento ó de alcance líquido.
