El Ministro de agricultura hará un estudio completo sobre el problema hidrográfico del departamento de caldas y sus necesidades de repoblación forestal, para que dentro de un plan conjunto el centro piloto y la escuela nacional de adiestramiento en defensa de aguas y repoblación forestal desarrollen sus actividades en forma ordenada y progresiva.
