Se prohíbe en absoluto transportar en los buques otros pasajeros que no sean militares en servicio activo, ó empleados públicos. A los primeros se les exigirá exhiban el correspondiente pasaporte, y a los segundos que presenten la orden expedida por el Ministerio de guerra para recibirlos a bordo.
