Las naves nacionales que hagan exclusivamente el comercio de cabotaje y el costanero, y que conduzcan mercancías extranjeras no nacionalizadas, pagarán el impuesto de tonelaje por sólo el peso total que arrojen dichas mercancías extranjeras a razón de dos pesos ($ 2) por tonelada.
