Artículo catorce . Para facilitar el aprovechamiento de los terrenos baldíos o su incorporación a la economía nacional, el Gobierno establecerá centros de colonización y podrá auxiliar a las personas que vayan a radicarse en ellos sujetas al plan de trabajo que adopte el gobierno, con recursos para su traslado y sostenimiento por un tiempo prudencial y con herramientas semillas y demás elementos que se estimen indispensables.
