Exclusión. Si el Consejo decidiere que un Miembro ha dejado de cumplir las obligaciones que le impone este Convenio y que tal incumplimiento entorpece seriamente el funcionamiento de este Convenio, podrá, por una mayoría distribuida de dos tercios, excluir a tal Miembro de la Organización. El Consejo comunicará inmediatamente tal decisión al Secretario General de las Naciones Unidas. A los 90 días de haber sido adoptada la decisión por el Consejo, tal Miembro dejará de ser Miembro de la Organización y, si fuere Parte Contratante, dejará de ser Parte de este Convenio.
