Autorizase al Poder Ejecutivo para que, en el menor tiempo posible, proceda a enviar al archipiélago de San Andrés y Providencia una Comisión Científica, a fin de que levante sendas cartas geográfica y geológica de las islas y cayos que constituyen dicho archipiélago y que pertenecen a Colombia; para que estudie su población, sus vías de comunicación, las necesidades y conveniencias de su administración, sus recursos actuales y sus posibilidades económicas en general.
