° A partir del 1° de agosto de 1954, créase como una dependencia del Ministerio de Fomento, la Superintendencia Nacional de Transportes, cuyas funciones serán las de organizar y supervigilar el transporto automotor por carretera; reglamentar y controlar todo lo relacionado con matrícula de vehículos, pases para conducir y funcionamiento de las Direcciones de Circulación y Tránsito en el país, estudiar y aprobar las tarifas de toda clase de empresas de conducción.
