Artículo diez y nueve . El Gobierno podrá facilitar a los agricultores, por intermedio de cooperativas, mediante la celebración de contratos con entidades oficiales, semioficiales o particulares, la obtención del crédito necesario para el abastecimiento, defensa y recolección de los cultivos. El Gobierno podrá garantizar subsidiariamente las obligaciones de las cooperativas que se beneficien con los créditos que se otorguen de acuerdo con los contratos a que se refiere este artículo, cuando estas cooperativas se sometan a las normas y obligaciones que el Gobierno estime conveniente establecer en cada caso.
