Art. 17. En los casos de los números 1°, 2° y 3° del artículo 1°, si hubiere temores fundados de perturbación de la paz pública; en el caso del número 4° del mismo artículo en épocas de epidemia ó cuando haya fundados temores de que se desarrolle; y en el caso el número 5° cuando el peligro sea grave, se observarán las reglas especiales detalladas en los artículos siguientes:
