Artículo 221. Los Concejos Municipales de los Distritos de que trata el artículo anterior, al expedir los acuerdos creadores del impuesto que se autoriza, procederán también a reglamentar y fijar la cuantía de dichos impuestos, así como a disponer la forma de recaudarlos.
