Los establecimientos públicos del orden nacional, de acuerdo con la Constitución Política y la ley, podrán organizar dependencias regionales o seccionales en los distintos departamentos del Territorio Nacional, siempre que las funciones correspondientes no estén asignadas a las entidades territoriales.
