El lastre de un buque no podrá trasladarse a otro buque, y no estará sujeto a pagar derechos. Cuando consista en objetos que estén destinados al consumo, debe pagar los derechos de importación y acompañarse de los documentos requeridos para toda clase de mercancías, e incluírse en el sobordo.
