En ningún caso el autor o partícipe de los delitos de terrorismo, secuestro o extorsión, en cualquiera de sus modalidades, podrá ser beneficiado con amnistías e indultos, ni podrán considerarse como delitos conexos con el delito político, dada su condición de atroces.
