La suma de que trata el artículo anterior será incluida en el Presupuesto para la vigencia fiscal de 1960; y en caso de no quedar incluida en dicha vigencia, se incluirá en cualquiera de las vigencias fiscales siguientes.

Parágrafo

El Gobierno Nacional queda ampliamente facultado para abril créditos adicionales y hacer los traslados necesarios dentro de la vigencia fiscal del Ministerio de Educación Nacional, con el fin de dar cumplimiento a la presente Ley.
