Art. 2.° El Gobierno nacional proveerá al consumo de la sal marina en los mencionados Estados y Territorio y en las demás poblaciones de la República que la necesiten, bien sea explotando por su cuenta las salinas marítimas situadas en la Costa Atlántica, ó bien introduciendo la sal del extranjero, según con venga a los intereses públicos.
