º. El que sin permiso de autoridad competente cultive o conserve planta de la que pueda extraerse marihuana, opio, cocaína o cualquiera otra sustancia estupefaciente o alucinógena, incurrirá en arresto de seis a veinticuatro meses y multa de quinientos a dos mil pesos.
