Establécese un impuesto sobre los pagos que se hagan por compra de tiquetes o en otra forma, a los empresarios de transportes, impuesto que recaerá:

Sobre toda persona que viaje dentro del país o en sus aguas territoriales, por ferrocarril, automóvil, aeroplano o cualquier otro medio de transporte, alquilado regularmente para el acarreo de pasajeros, con excepción de los tranvías u otros vehículos que funcionen exclusivamente dentro de una ciudad y en sus inmediatos alrededores; y 2º. Sobre toda persona que viaje por mar, de Colombia a un país extranjero
