Art. 12. Los pensionados de la Independencia i los inválidos que existan en esta capital i los apoderados de los ausentes, si los hubiere, se reunirán ántes del 31 del presente mes, i por mayoría absoluta de votos de los que concurran, nombrarán un Habilitado, cuyo nombramiento sujetarán a la aprobacion del Poder Ejecutivo, para que forme los dos vales i cobre las pensiones que les corresponden. Dicho Habilitado no podrá entrar en el ejercicio de sus funciones sin haber prestado ántes una fianza personal por valor de $ 1,000, a satisfaccion del Gobierno.
