El Poder Ejecutivo al reglamentar la Ley, podrá fijar penas para los infractores de ella, de cinco pesos a quinientos pesos ($5 a $500) de multa, que se podrán duplicar en caso de reincidencia, y que se podrán convertir en arresto, a razón de un día de arresto por cada cuatro pesos ($4) de multa. Asimismo determinará las autoridades a quienes corresponda imponer las penas y el procedimiento que deba seguirse.
