Al contratar la obra el Gobierno fijará el ancho de la carrilera, el peso de los rieles y las demás condiciones técnicas de la vía, oyendo el concepto de la Comisión de ingenieros y teniendo, en cuanto sea posible, a la unificación del sistema ferroviario del país.
