Art. 4°. En aquellos departamentos en donde por leyes anteriores, el propietario del suelo lo era de subsuelo, las minas de filón que existían en terrenos de propiedad particular, cultivados ó destinados á la ceba ó cría de ganados, sólo podrán, por ahora y mientras la ley no disponga otra cosa, ser denunciadas por el propietario ó con su permiso.
