Los auxilios decretados por esta Ley no se realizarán si el Gobierno hubiere dado antes cumplimiento a lo preceptuado por los incisos 2° y 3° del artículo 2° de la Ley 43 de 1916 . En el Presupuesto de la próxima vigencia se declarará incluida precisamente la partida de cien mil pesos ($100.000) en bonos de los autorizados por el artículo 1° de la Ley citada, para que se lleve a cumplido efecto el objetivo de la Ley 94 de 1914 .
