Delimítase como Zona de Rehabilitación y Consolidación el área geográfica que incorpora los municipios de: Mahates, María La Baja, Calamar, El Guamo, San Juan de Nepomuceno, San Jacinto, Carmen de Bolívar, Córdoba, Zambrano y Arroyohondo, en el departamento de Bolívar y los municipios de San Onofre, Colosó, Chalán, Ovejas, Tolú Viejo, Sincé, Galeras, El Roble, San Pedro, Corozal, Sincelejo, San Juan de Betulia, Los Palmitos, Morroa, Buenavista y San Benito Abad, en el departamento de Sucre.
