Créanse ciento cuarenta (140) becas para niños isleños, que serán distribuidas en las catorce capitales de los Departamentos y que durarán dos años. Los estudios que harán dichos becados serán los siguientes: castellano, geografía e historia de Colombia, aritmética y un arte u oficio.
