Art. 1.º Las fianzas con que aseguren su manejo el Administrador de la conservación y reconstrucción de las líneas telegráficas y los Inspectores departamentales de dicho Ramo, pueden ser hipotecarias, prendarias ó personales, á voluntad de tales empleados.
