El Director General del Instituto y las demás personas que representan al gobierno en la Junta Directiva, son agentes del Presidente de la República, de su libre nombramiento y remoción. Los representantes del gobierno en la Junta Directiva del Instituto deberán rendir al Presidente de la República informes anuales de carácter general, o particulares, cuando les sean pedidos, sobre las actividades y situaciones de la entidad.
