Art. 43. El gobierno de la República de la República procederá á establecer líneas telegráficas en el Departamento de Panamá, las que comunicarán las siguientes poblaciones: Panamá y Colón con estaciones centrales en las poblaciones de Emperador, Gorgona, Bohío y Gatún; Panamá y David establecido conexiones con las principales poblaciones de las Provincias de Chiriquí, Coclé, Los Santos y Veraguas.
