Artículo segundo. De los funcionarios de seguridad social que pueden suscribir convenciones colectivas. De conformidad con los artículos 3 del Decreto ley 1651 de 1977 y 6 del Decreto ley 1313 de 1978 y con las demás normas legales vigentes, pueden suscribir convenciones colectivas las personas naturales que desempeñen los cargos enumerados en el artículo 4° del Decreto 413 de 1980.
