La tarifa del impuesto será del uno y medio (1.5) al cinco (5) por mil anual del respectivo avalúo catastral. Dentro de este rango, los Concejos Municipales y el Distrito Especial de Bogotá, determinarán las escalas para cada estrato, estableciendo de todas formas, un diferencial entre el estrato medio alto y alto, sin exceder en este último caso el máximo, del cinco (5) por mil aquí establecido.
