Las órdenes de pago que se giren por viáticos en los casos que la ley determina, y cuando su cuantía pase de treinta pesos, no podrán ser cubiertas sin previa prestación de fianza personal, que responda de que el agraciado irá a ocupar el puesto a que ha sido promovido.
