Programa Integral de Seguridad para las comunidades y organizaciones en los territorios. Se creará el Programa Integral de Seguridad y Protección para comunidades, líderes, dirigentes, representantes y activistas de organizaciones sociales, populares, étnicas, de mujeres y de género a cargo del Ministerio del Interior en los territorios, incluyendo las garantías de seguridad para defensores y defensoras de derechos humanos. Para su adecuada implementación, concurrirán la Unidad Nacional de Protección y la Policía Nacional, de conformidad con las obligaciones que legal y constitucionalmente les han sido atribuidas. El Programa de Protección será reglamentado por el Gobierno nacional.
