° A las mismas condiciones dichas quedan sujetas las licencias concedidas y las que en lo futuro conceda el Gobierno para tender rieles para ferrocarriles o tranvías y para poner postes y de más accesorios para teléfonos, cuando tales licencias vayan ha ejercitarse en Municipios en donde a la fecha de ellas funcionen ferrocarriles, tranvías o teléfonos municipales.
