Para preservar el orden público la Policía empleará solo medios autorizados por ley o reglamento y escogerá siempre, entre los eficaces, aquellos que causen menor daño a la integridad de las personas y de sus bienes. Tales medios no podrán utilizarse más allá del tiempo indispensable para el mantenimiento del orden o su restablecimiento. Salvo lo dispuesto en la ley sobre régimen carcelario, las armas de fuego no pueden emplearse contra fugitivo sino cuando éste las use para facilitar o proteger la fuga.
